fix: repair invalid UTF-8 bytes in ai-coach pages (cp1252 smart punctuation)

Browse Source 
Turbopack fails on non-UTF-8 source: readiness/strategy/study-plan page.tsx contained Windows-1252 bytes for em-dash and middle-dot. Converted to proper UTF-8 (em dash and middle dot). Visual output unchanged.
